This grant program seeks to aid employers with the development of new registered apprenticeship programs (RAP) or to expand existing programs in apprenticeable occupations, with priority given to programs in these targeted industries: education, semiconductors, information technology, advanced manufacturing, health care, hospitality, the public sector, and construction.
Incentive funding will assist with the costs of starting or expanding a registered apprenticeship program and may be used to cover the costs of employer staff time to operationalize program logistics, develop and instruct related instruction or recruit apprentices. Grant funds may also be used to purchase tools and supplies or pay for tuition for related instruction.

Grants of up to $25,000 are available to small businesses in the manufacturing or skilled production industry for the express purpose of training incumbent workers as quickly and effectively as possible on new automation technology. The program is available to existing businesses across Minnesota that are investing in new automation technology at the project location. Training is for existing, full-time jobs paying at least 120% of federal poverty guidelines. Minimum award of $10,000. Award amount is limited to $5,000 per employee trained.

Grants of up to $200,000 are awarded to eligible businesses to provide training for new jobs. Eligible applicants include businesses located outside of the seven county metropolitan area or located in the cities of Hanover, Rockford, Northfield and New Prague that are adding at least three new jobs. The new jobs must pay wages at least equal to the median weekly wage for the county in which the jobs are located. The new jobs must also provide at least 32 hours of work per week for a minimum of nine months per year. Businesses are required to match the grant on a 5:1 basis. Award amount is limited to $5,000 to $10,000 per new employee trained based on wage rates.

The Low Income Worker Training Program helps workers whose incomes are at or below 200 percent of the federal poverty guidelines gain new skills necessary to move up the career ladder to higher paying jobs and greater economic self-sufficiency. The Partnership program focuses on providing training for both new and existing employees of participating businesses throughout the state. Minnesota participating businesses must partner with an accredited Minnesota educational institution. Grants of up to $400,000 are awarded to the educational institution to develop and deliver custom training specific to business needs. All projects must have at least one educational institution and one business working together. A cash or in-kind contribution from the participating business must match the grant funds on at least a one-to-one basis. Eligible educational institutions must be accredited through institutional or specialized accrediting agencies that are recognized by the U.S. Department of Education and/or the Council for Higher Education Accreditation. The Border-Cities Enterprise Zone Program provides business tax credits (property tax credits, debt financing credit on new construction, sales tax credit on construction equipment and materials, and new or existing employee credits) to qualifying businesses that are the source of investment, development, and job creation or retention in the Border-Cities Enterprise Zone cities of Breckenridge, Dilworth, East Grand Forks, Moorhead, Ortonville, and the Development Zone of Taylors Falls. Businesses locating or existing in those cities are eligible, excluding a recreation or entertainment facility, one owned by a fraternal or veteran’s organization, one owned by a public utility, one used in operation of a financial institution, or one owned by a retail food or beverage service business operating under a franchise agreement requiring the business to be located in the state.
