2:20 p.m. 2nd Shift: What Biden’s Second Year Means for Human Resources—Omar Nashashibi, The Franklin Partnership
The first year of the Biden administration saw OSHA regulators seek to expand their reach while many workplaces continued to experience uncertainty during a pandemic. Omar S. Nashashibi, a lobbyist for PMA in Washington, D.C. with The Franklin Partnership, will review the latest activities from the U.S. Department of Labor, other regulators and Capitol Hill, and their impact on HR professionals. Omar also will preview what to expect for the rest of 2022 and into the coming year from regulators not only in Washington, D.C., but in key states across the country. Topics will include OSHA’s indoor heat index rule, injury and illness reporting, pending changes to overtime payments, and updates from the NLRB, EEOC and other agencies. This session will help you stay ahead of what is coming next from policymakers in our nation’s capital.

Lee Bissmeyer, Managing Director, Principal Financial Network
Lee Bissmeyer has more than 32 years of experience at Principal in various capacities as an employee, financial professional and manager. During his time with Principal, Lee has applied his expertise in IT programming, corporate auditing, compensation design, sales operations, new advisor development and national market growth.
Lee’s immediate family has a rich tradition of manufacturing jobs. His grandfather was a cooper for a distillery, his father managed a truck plant, brother is a project manager for an auto manufacturer and sister is a global director for a technology, glass and ceramics manufacturing company.

Omar Nashashibi, Partner, The Franklin Partnership, LLC
Omar Nashashibi is a founding partner of The Franklin Partnership, LLP, the bipartisan Washington, D.C.-based government relations firm that represents PMA’s interests before Congress and the Administration.
Omar has nearly 20 years of experience working with policymakers, politicians and the media. Prior to The Franklin Partnership, Omar worked for the Office of Management and Budget. Earlier in his career, he served as a research assistant at the Institute for Public Accuracy, promoting policy to the media. In 1995, he began his career in Washington, D.C. covering congressional and agency hearings for a nationwide nonprofit publication.
Kit Welchlin, President, Welchlin Communication Strategies
Kit Welchlin purchased his first manufacturing company at age 21, and by 26 was CEO and Chairman of the Board of three manufacturing companies in three states. He’s been an instructor with the Minnesota State Colleges and Universities, where he has been repeatedly nominated Outstanding Faculty. Kit was a full-time faculty member at Mankato State University where he received the Teaching Excellence Award and he also taught 10 years at Metropolitan State University where he was recognized as an outstanding faculty member. Kit is also a Professional Member of the National Speakers Association. Kit has a B.S. Degree in Speech Communication, Business Administration and Political Science. He earned an M.A. Degree in Speech Communication and Business Administration.

Erin Riffle is the workforce development manager at the Precision Metalforming Association. Previously, she worked with the PMA Educational Foundation as a development associate. Erin has a master's degree in nonprofit administration and has a passion for education and training.
